Sulla base del ranking UEFA 1983, la Spagna guadagnò un 4º posto a discapito dei Paesi Bassi che in totale tracollo lasciarono anche il 3º posto alla Scozia, la Cecoslovacchia guadagnò un 3º posto a discapito della Germania Est, e la Polonia un 2º posto a discapito della Grecia.
L'ennesima rinuncia politica albanese fu provvidenziale per garantire un posto ai detentori del Tottenham.
